Judge Philip Kanning, a Truman native, stands outside the courthouse in Mitrovica, Kosovo, where he served on a panel of international trial judges. The panel heard crimes committed during the Kosovo War  of 1999–2000 that included Albanians and Serbs.
For security, this armored vehicle was an option to transport judges to the courthouse. Kanning used an armored car instead.
